CREAM III- Child Rights Education and Action Movement

The Child Rights Education and Action Movement (CREAM) is a local exercise of the universal attempt to ensure children’s rights in an increasingly complicated web of societal networks. It is meant to incorporate a discourse on child rights through advocacy and movements on the ground. Based on this rights perspective, it explores interventions that redefine the boundaries of institutional/legislative/community responses against violations of child rights.

The experiences of CREAM I and CREAM II proved the efficacy of many strategies that were employed in enhancing children’s participation and advocacy for their own rights and the creation of a conducive environment for their voices to be heard. CREAM III implements its activities in 20 districts of Karnataka with a focus on strengthening government systems and departments to adopt successful CREAM interventions and strategies for child rights promotion, such as Child Rights Clubs (CRCs), human rights education (HRE) in schools for children and teachers, the Child Protection Committees (CPCs) and Makkala Grama Sabhas at village/panchayat levels.

CREAM III implements its programmes in the following districts of the Karnataka state- Mysuru, Chamarajanagar, Ramanagara, Mandya, Bangalore Urban, Bangalore Rural, Chitradurga, Tumakuru, Davangere, Shivamogga, Haveri, Vijayanagara, Koppal, Gadag, Raichur, Bagalkot, Kalaburagi, Vijayapura, Yadagiri and Bidar.

Envisaged as a period of strengthening the existing child protection and rights ecosystem in the state towards sustained implementation of child-friendly policies and programmes, CREAM III will focus on advocacy, networking, and capacity building with the government and key community stakeholders to institutionalise proven successful strategies. Activities with the stakeholders are designed to influence and propagate the implementation of child rights through key community stakeholders and local government institutions such as the grama panchayat, while also working with the state-level policy and programme implementation machinery.



    CREAM III Envisages
  • To reach out to 90,000 children and 3600+ adults through school level trainings on Child Rights in 900 schools
  • Formation of 900 Child Right Clubs (CRCs)
  • Formation of 500 Child Protection Committees at the village/panchayat level
  • Facilitation of Makkala Grama Sabhas in the gram panchayats
  • Advocacy with the Education Department to print and disseminate manuals on the formation of Child rights Clubs, and on Child Rights in all the government schools in Karnataka
  • Manuals on facilitation of Makkala Grama Sabhas and Child Protection Committees
  • Strong collaboration with child-related bodies/departments: Women and Child Development and Rural Development departments, UNICEF, High Court Committees on Juvenile Justice
