KISMAT- Kerala Interstate Migrants Alliance for Transformation

Kerala Interstate Migrants Alliance for Transformation (KISMAT), an initiative of BREADS Bangalore, is an integrated network of 12 migrant help desks set up in Don Bosco presences across 11 districts in Kerala namely, Thiruvananthapuram, Kollam, Alappuzha, Kottayam, Ernakulam, Thrissur, Palakkad, Wayanad, Kozhikode, Kannur and Kasaragod to reach out and support the growing population of young Guest Workers (ISMs-Interstate Migrants).

BREADS initiated the KISMAT programme in 2018 to explore and effectively address the needs of migrant workers in Kerala. KISMAT has successfully completed four years (2018 – 2022) of reaching out to more than 8.2 lakh migrants across the state through its effective network, which allows it to remain in touch at the grassroots with the migrants, with the goal of improving their plight.

KISMAT plays a key facilitative role in ensuring the well-being of vulnerable migrants in collaboration with the state government of Kerala. KISMAT plays a significant role in facilitating government schemes such as the formation of panchayat migrant committees, alliance-building programmes between native clubs and migrant youth, media publicity and exposure of migrants’ plight, open forum with local administrative bodies etc. Since 2021, BREADS has initiated a migrant help desk in Bangalore city to reach out and provide support services to migrants locally, while also working with the government departments in Karnataka.



    KISMAT aims to
  • Reach out to the migrants in the locality, creating awareness on services provided by the migrant help desks.
  • Facilitate and support migrants during their emergencies.
  • Offer opportunities and facilities for awareness building, counselling, social interaction, cultural integration, sports and recreation for migrants in the area.
  • Assist in linking migrants to state-provided services, especially health, subsidized food, and education.
  • Establish contact with contractors who bring the migrants for work.
  • Undertake area-specific micro-research in the neighbourhood.
  • Create a database of young migrants.
  • Maintain communication between migrant desks in the province and in other provinces and respond to inter-district, interstate calls for data or services to assist migrants in need.
  • Communicate with individuals, local administration, and civil society organizations to promote the rights of migrants.
  • Avail of forums and platforms in the locality—educational institutions, religious centres, clubs, student bodies, special occasions, media—to offer information and pre-departure counselling and support services to potential migrants in source and destination areas, and to build awareness of internal migrants’ positive contribution to society.
  • Organize and offer faith-based services, support and linkages to migrant students and working young people.
