Kadal Conclave 2026: A Sea of Voices

Kadal Conclave 2026 was held on 7 January 2026 at Thirumullavaram in Kollam with the aim of promoting the holistic development of the fishing community and responding to the challenges faced by the marine and fisheries sectors. The conclave was organised by the Fishermen Community Development Programme (FCDP) with the support of BREADS Bangalore.

A defining feature of the Kadal (meaning “sea” in Malayalam) Conclave was the strong and meaningful participation of around 150 fishermen and women. Community members spoke openly about their daily struggles, changing sea conditions, declining fish catches and the uncertainty faced by fishing families. Their experiences and insights formed the heart of the conclave and guided the overall discussions. Many participants expressed the need for long term solutions that protect marine resources while ensuring dignity and security for fishing communities.

The one-day programme created a shared space for members of the fishing community, students, youth, experts and representatives from concerned institutions to come together and reflect on the realities of coastal livelihoods. The discussions focused on marine resource conservation, livelihood challenges in the fisheries sector, sustainable fishing practices and the growing impact of climate change on coastal communities.

The conclave encouraged dialogue between the community and key stakeholders. Contributions from Ms. Divya S. Iyer IAS, Managing Director of Vizhinjam International Seaport Limited and Rt. Rev. Dr. Paul Antony Mullassery, Bishop of the Diocese of Kollam, added depth to the discussions by linking community concerns with policy and development perspectives. Former Finance Minister of Kerala Mr. Thomas Isaac highlighted the importance of sustainable use of marine resources and stronger social and economic safeguards for fishermen.

Kadal Conclave 2026 played an important role in increasing awareness among students and youth about the fisheries sector and the challenges faced by coastal communities. It also opened space for constructive policy dialogue on the future of marine livelihoods. The recommendations and collective reflections from the conclave will be compiled into a report and submitted to the Government of Kerala to inform future interventions.

Through its support to initiatives such as Kadal Conclave, BREADS continues to accompany marginalised communities by strengthening participation, encouraging dialogue and working towards sustainable and people-centred development.
